Proposed MCAPCO Change

Mecklenburg County Air Quality is proposing to move to the fee adjustment methodology codified in the Clean Air Act. This method, based on the Consumer Price Index, is used by many state and local air quality agencies. In fact, it is already included in the Mecklenburg County Air Pollution Control Ordinance for Title V facilities in MCAPCO Regulation 1.5231, paragraph (j).

 

Using this proposed methodology, fees will be adjusted annually based on the change in the Consumer Price Index. If supported by County leadership and elected officials, fees will adjust by 5.4% beginning on July 1, 2024.

Mecklenburg County Air Pollution Control Ordinance (MCAPCO)

A printed copy of MCAPCO can be obtained from Mecklenburg County Air Quality for a charge of $10 if picked up or $15 if mailed.

A new version of MCAPCO was adopted on March 6, 2024, that includes changes to Title V permitting procedures, nitrogen oxide control requirements, and a sulfur dioxide emission standard. The revised regulation can be accessed below.
